A digital signature certificate or DSC is a form of electronic signature that is used to sign any document or a form electronically. These are encrypted signatures used by individuals or businesses to sign online documents or even encrypt the documents. Digital signatures are used to e-sign various documents or forms online even for the government transactions.

DSC is valid for one or two years and has all the information related to the signatory stored which is the name, address, country and date of issuance of the certificate. The certificate is used to authenticate the personal information of the signatory while signing the documents which include online forms to be submitted to the government, emails amongst many other digital documents.

What are the benefits of having and DSC in India?

  • Legally binding –
    A digital signature certificate has information about the signatory which has already been substantiated with proof and affirmed and validated by a certifying authority. It are thus a legally acceptable form of a signature. A document that is signed using the DSC is admissible in court. In some situations the government has made it mandatory to sign documents using a DSC.

What are the documents required for DSC in India?

The documents required for a DSC in India are to be submitted along with the application form to prove the authenticity of the information submitted by the individual or the organization. The documents that are required to be submitted along with the application are as below –

  1. For an individual –
    • Aadhar card
    • Passport size photo
    • PAN card of the individual
    • Bank Passport copy which shall be attested by the concerned bank official
    • A valid address proof which can be an electricity bill, water bill, latest bank statement signed by the bank, all of these documents not being older than 2 months. Alternatively, a telephone bill or any valid government issued photo ID can suffice.
  2. Documents required for an organisation –
    • Organisation’s PAN card.
    • Copy of incorporation in case of an company.
    • Authorisation letter for the signatory
    • Signatory’s ID proof
  3. For foreign nationals –
    • Copy of the passport that has to be attested.
    • Attested copy of the VISA or resident permit certificate.

Choosing the right type of DSE.

There are three types of DSC and a DSC is also categorized in three classes. The purpose of an individual for which one needs the digital signature certificate determines which type and class of the DSC the individual or the organization may obtain.

The DSC has three types –

  • Sign – This DSC is used to simply sign the document. This can be affixed to the documents.
  • Encrypt - The Encrypt certificate is used to encrypt files and documents to protect sensitive or confidential information. This is helpful for individuals or businesses to encrypt their confidential data. This type of DSE is usually used for confidential data documents, legal documents etc.
  • Sign and encrypt – This type of certificate is a combination of the sign and encrypt DSC. It is used to signing documents while encrypting the document as well.

The three classes of the DSC are -

  • Class I certificate - These are issued to individual or private entities which simply confirm the username and email contact within the database of the certifying authority.
  • Class II certificate – These certificates are used to sign and submit forms on various government portals. This certificate however is no longer issued and class III certificates are issued instead of class II.
  • Class III certificate – These certificates are used for matters where high security is needed like in case of applying for online government tenders, or filing forms on various government websites.

Navigating in the DSC registration process.

  1. Visiting the website of the certifying authority - The first time step is to visit the website of a certifying authority and fill up the form available on the website for the obtaining of the DSC.
  2. Filling of the Application form - The form contains details of the applicant which has to be filled. The applicant has to then select the additional information such as the class of the DSC for which they wish to apply for and the type of the DSC.
  3. Documents to be filed – a.The application form then has to be submitted along with the required documents to the certifying authority. Proof of identity is required to be attested and then uploaded on application form. b.In case the certifying authority provides an Aadhaar registration, no further documents are needed to be provided. c.No attestation is required if the authority is directly approached by the applicant.
  4. Payment - The last step is the payment for the issuance of the DSC. Once the payment is made, the documents and the form submitted is verified by the certifying authority.
  5. Issuance of the DSC - Once the certifying authority confirms that the details and documents are in order, the certificate is issued.

Compliance with regulatory requirements.

As the DSC stores the information about the signatory, the same is known to be authentic as it is already confirmed by the certifying authority while issuing the certificate. Therefore, the use of DSC by a person will not allow the person to fake information or pretend to be someone else. The information stored in the DSC about the signatory is authentic. Additionally, once the signatory submits that information to the certifying authority and a digital signature certificate is issued, the information stored in there and cannot be altered or edited. Therefore as the information is authentic the government can at times ask for a DSC to crosscheck and verify any information in the provided by the signatory
